This is the class of condition signaled when a file that contains no
in-package form is compiled with
compile-file.
Allegro Presto (and libfasl loading) will not work with fasl files which have no in-package form, which is why the warning is signaled. (This is not an error; such fasl files are just loaded in normal, no-libfasl mode.) See The Allegro Presto algorithm and "Libfasl loading in loading.htm.
