Arguments:
Returns the handle of the Allegro console window if it exists, and
otherwise returns nil. The console window is
not a Common Graphics window, but Windows API functions could be
called directly on this handle if desired.
(The console will not exist if the +c command line argument has been specified, such as in a project's standalone application when the "Enable Debugging of Runtime Errors" option has been turned off on the Build tab of the Project Manager dialog. Command line options are listed in Command line arguments in startup.htm.)
